If that were the case, a mated queen would have laid workers in worker 
cells, we are talking about drones in worker cells.

If you follow the paper trail about anarchistic behaviour, thelytoky and 
worker policing, you will find many papers that include Ben Oldroyd as 
one of the authors and a good number of them also include Francis 
Ratnieks in the list of authors, these two guys have made quite a bit of 
progress on this subject.
