That's the million dollar question, isn't it?!
In my experience, development people always make more than everyone else,
save the Executive Director. It's difficult because you can't pay until you
raise the money, but you can't raise the money unless you pay someone to do
it.
One thing you could do is hire someone on a contractual basis to try them
out. Give them a specific project to raise money for and see how they do.
Or give them a 6 or 12 month contract and see how much they can raise and
for what. At least that way, you're not incurring costs related to
benefits, etc.
I'm not sure how helpful I'm being. This is a problem that museums and
other non-profits really struggle with.

Thanks for the link - that pretty much sums up that idea. So how do we go
about attracting quality fundraising without a big salary commitment?
