Hire an experienced grant writer by the project.  That way you only  pay for 
the time you need.  You can also have a writer create a  "boilerplate" for a 
program or project -- then your staff can make tweaks to  that boilerplate 
without having to start from scratch.

Thanks for the link - that pretty much sums up that  idea.  So how do we go
about attracting quality fundraising without a  big salary commitment?
