Hi Allisa,

We've had some luck with Cintra, one brand name for extruded hard
polyfoam. It comes in sheets of 3/8 thick so you could still embed
magnets in it. Problem is not all thicknesses float by themselves and
some brands might be different. We made a paddle boat kit to play with
out of thin stuff 1/8 and had to stick layers together to get something
to actually stay on top of the water. Really durable though, bright
primary colors, maybe worth playing with.

Jay

However, this was an incredibly time-consuming and very expensive process, and the boats would wind up mildewy and gross anyway. So we haven't had them in a while, but we miss them.
