ArcMAP/GIS is the only friendly way to go on this.  Why not look to an engineering (or other) firm with the software already in place and just contract this little bit of work (or beg and cajole)?  They would probably already have various DRG and DOQ images available that could serve as the underlying layers from which to place your image and adjust it (georeference) according to the most recent data sets.
