They look like conchos, from a (western?) saddle?
See this eBay auction for where these decorative pieces would be
attached to a saddle.

However, most conchos - if they have a hole in the center - have 2
slots, to pass the leather strip thru. So...maybe that's not what your
pieces are. Oh well.
