This is part of a cool story from back in the '80s (well: I guess many in
the media at least always thought Franklin was kind of cool); the oral
history part is interesting, but the WAC people in particular might find the
mix of archaeology & territorial sovereignty in light of global warming
something to watch, if only in the sense of a big problems just waiting to
