The curious things about this item are (1) the length of the wire nails; (2)
the manufactured shape of the "ring"; and (3) the lack of reflectiveness
that aqua glass offers. The nails suggest installation after 1885-1890 and the
aqua glass might fit that time frame. I do not think this was a reflective
device, unless it had a mirrored backing. What about a club membership device on
the garage? Fire insurance companies often put membership devices on
buildings to mark their client's properties so the fire fighters would know the house
was insured, although I have not seen such a device.
