recording walls: some places have a division between the "standing building" work & the subterranean, with different gov't offices involved with each
as far as i understand, england seems to be headed towards erasing that distinction, if only for the sake of more efficient bureaucracy
in urban areas, there are several international charters in place which basically say the old ground plans must be maintained in urban centres as evidence of the town's history & to maintain a sense of "place"
i can't remember if it's the dresden or even the washington charter, but check it out at www.icomos.org

My question is:
are "contract archaeologists" responsible or should be responsible for
mapping of the walls before they are bulldozed away into housing,
roads, etc.?
