I have wondered how long before a state dept of Ag gets sued by
some group of non-migratory beekeepers or ordinary citizens for
doing basically nothing about stopping the introduction of AHB when
migratory beekeepers return from almond pollination or move hives
from known infested areas.

As Loyd infered the problem is not as serious in the North where they
are unlikely to survive but I could see in southern regions a conflicting
set of interests building especially in Florida..
