Absolutely! His development of the inward flow turbine changed water power at moderate heads for ever! Not only that, as you know, the use of The Proprietors of Locks and Canals company assets for research was a very early (if not the earliest U. S.) example of corporate research in a scientific way.
As we head into the new century water power will have to play a central part in any sane energy policy and Francis Turbines (or their modern descendants) will be there, providing clean, efficient, and reliable power to drive the generators!
