As far as I know or have been taught, NAGPRA only applies to human remains
found on tribal or federal lands, although mitigation may be extended to
burials on private land affected by federally-funded/permitted projects
under Section 106. Wouldn't it be nice and easy if NAGPRA simply applied to
all native burials on any land regardless of legal ownership:):):)
