I have the following query:

I am looking for the name of an XIXth century French composer who once said
that "in order to express silence with music ('pour rendre le silence en
musique'), I would need three military bands".

This quote appears in a lecture we're transcribing.  Neither the name of
the composer nor the context of the quote are provided.  Can anybody help?
