It is not so much that propolis will or will not dissolve in warm oil, there
is a degree of solubility, but it takes a very long time (months, maybe even
years) to achieve.

Dissolve your propolis in the alcohol first then mix the resulting liquid
with your oil for making the soap. Even this method takes a longer time than
most will realise, as propolis takes a long time to fully dissolve in
alcohol (weeks).
