How about seed butters instead? Tahini (sesame seed butter) will
work with some of the oil removed (it tends to a bit soupy
otherwise) or better, is Sunflower butter, which is almost the same
consistency as peanut butter. it is available in health food stores.
Traditionally, suet can be used and is easily and cheaply
obtained from butchers or in grocery stores. The downside is that
suet goes rancid faster than seed butters, so don't encourage kids
to keep them indoors for very long, also, suet is not cooked, so
make sure kids wash well after making them or handling them
