How does one make responsible beekeepers of those who aren't?

Won't they be self erradicating?  If they don't manage properly, they'll either get stung out of business, sued out of business, or some other method that AHBs have of getting people to leave 'em alone.  I don't see the casual beekeeper continuing with the operation if they get the sam-hill stung out of 'em every time they do something around the hives, or their neighbors do.
