In response to Mark's questions, I'd say:
1. I'd rather not have an inspection program than have one similar to that
which has existed in recent years.
2. If we 'have' to have an inspection program, I'd like inspectors who are
not engaged in commercial beekeeping or make more than a minor portion of
their income from selling honeybee products.
I think that most inspectors are good, honest, and knowledgable people and
beekeepers. But even one that is otherwise taints the entire pool. IMHO we
should not rely on the Dept. of Ag. to sort out those who would abuse their
position and should instead have a ban on employing those with a conflict of
interest.
