What about absconding from varroa riddled colonies, with a dwindled
workforce? I have seen small swarms in the summer. One was a virgin with
a couple of hundred bees, which came to a bait hive. Another covered
less than 2 frames, but was a mated queen, though this may have been
from an overcrowded nuc.
