I've worked up and down the eastern sea board with good results in finding 
archaeological documentation though my experience in the Pacific was a big 
exception to the rule of documentation. Not only were were reports not written for 
Section 106 projects but many that were on the shelf were drafts; no final 
reports were ever produced, some of these were years old. It was somewhat routine 
for the Historic Preservation Office to apparently conduct excavations on 
Section 106 projects and not produce a report.  Also, I found that reports were 
not on the shelf because of nonpayment to the archaeological companys. 
Apparently the federal agencies were not active in the Section 106 process. (So 
construction companies would have the excavations conducted then close up shop after 
completing the project and leave the archaeological firm hanging. Nice!) As 
the staff archaeologist for the Commonwealth of the Northern Mariana Islands I 
tried to change these practices and have the federal agencies pay for having 
the reports completed as I came across them. This would be the tip of the 
trowel, a big Marshall Town!!!!!!
