You should contact the International Boundary Commission for information on
droughts and wet cycles in California. I have a friend who researched this very
issue during the late 1940s and early 1950s for that agency. He quantified
rain gauge data, flood data, and plotted cycles of wet and drought for the IBC.
Fred Buchanan's report ought to be on file or at least on microfilm.
