One place I worked on on Long Island required (for 24 shovel tests in dense
suburban development) $1 million insurance and #1 million for each
additional event, if in fact two or more incidents occurred before a shovel
was placed in the ground. Needless to say, I "called before you dig" and had
all the different uilities painted out on the streets by the service which
if you call an 800 number is provided free. Unfortunately, in this town
where our recent American international champion figure skater came from
also had a private village which had no service for the lines in the ground
for village lighting. I was just remarking about a new shovel, made in the
middle with steel, between two wooden ends, when the guy I was digging the
hole with caused a spark and a little puff of smoke came out of the hole. A
little chunk of the shovel had disappeared in the shallow hole where it hit
a plastic wire. No one was hurt. However it goes to show that the NY SHPO
will sometimes insist on digging even if there was no place to dig.
