All I knew was that he was an American composer because the CD is a
Naxos American Classics.  The performers - but of course!  - are all
Russian.  Jos Smeets' usually reliable Classical Composers' Database
didn't know of him, so I tried "Eberhard concerto" in Google which
provided an interview with the pianist on the CD, Halida Dinova, at
http://www.esquirerecords.com/mag/9/content/BD_halida.htm which also
has information about Eberhard.

Not to be pedantic but it's not a recent Naxos release: it's not due
until June, or later, depending on where you live.
