No, fresh comb was not the reason. Fresh foundation
was placed in the hives 2001 and comb drawn.
Improvement to the degree I am seeing wasn't noticed
until 03-04, after queens reared off of small cell.
Fresh comb is good for bees, but cannot explain what
I am seeing 3 years after the fact.
