As a museum writer, I've always felt that layering (and any other reason for 
extending label copy) is much more about the curator and much less about the 
visitor.  Frankly, I think many museum pros are in the business because of 
their own personal passions -- not because they're desperate to educate.  As a 
result, it can be VERY hard to reign in their passions with short, light-weight 
labels that tell only a small portion of the "real" story.  (In that sense, I 
think the museum world is very much like academia!)
layering has always felt like putting the cart before the horse.)
