The recommendation for elimination is made at

Search the page for "historic" to find the passages.

It recommends that all functions be transferred to the proposed Dept of Parks, History, and
Culture. It states that an "ad hoc" committee can be convened to evaluate nominations to the state
landmarks,  the California Register,  National Register, etc.
