Two thoughts.
You could check the suppliers for the road repair industry. I think they
use that type of mechanism in some road repair signage.
Also, there is an artist named Drew Klotz who produced something very
similar for an interactive art installation called "Pop Dots." He was
working with spheres. Each side of the sphere a different color (he
customized colors for the install.) The spheres where set in a substrate
and visitors would manipulate their color orientation manually. The spheres
were quite small and so would give rather fine "resolution" to your
characters.
