Sometimes I have to emergency feed a colony, closer to spring
usually.  I stick a frame of honey under the inner cover hole.  I dont like
to break cluster when it is cooler.  The bees will clean the frame side
right out.  Flip the frame over in a few days and let the continue eating.
It is a little bit of work, but it can get some hungrey hives to a nectar
flow.
