programs, outreach, and education."

Hmm...I agree totally and completely with the "outreach and education" part
of this statement.  I do not agree that the "inspection" part must be part
of the statement, but I know that in some special instances it is, and has
been very successful.  I also know that in some instances the "inspection"
program spends a great deal of taxpayer money with little benefit to the
beekeeping industry or the public.
