Bee population in a hive is regulated by many factors. small cell does not
mean a larger hive population even if there are more cells for the queen to
lay.
Most hives stay at a certain level of population. Commercial beekeepers do
things to increase hive population.

SHB preys on weak hives. A queen breeder recently lost around 600 nucs to
the SHB.
