The problem with omitting inspection is you lose a vital part of what
you need to sell the program. Outreach and Education is easy and does
not require anything except pamphlets and an extension agent. If you are
trying to save a program, I would not omit inspection since it, more
than the other two, is tied to a real, experienced beekeeper.
