FWIW, oxalic acid, and drizzling have been covered in the past on BEE-L
(225 hits for 'oxalic' with substring checked), and a collection of
links has long been available from http://www.honeybeeworld.com/formic/

This latter site points to some pages that may be English translations
of some of the German language material.  For syrup application, there
have been a number of formulations recommended, and some confusion about
the exact concentration to use.  AFAIK, all reports indicate that syrup
application should be done once, and not be repeated until another
season has passed due to cumulative effect on the bees.  The evaporative
method apparently has no such warnings.
