Good point.

There are other reasons too.  Sometimes there can be a barrier of honey above
the brood that will, combined with an excluder, prevent the bees from going
into the supers, particularly if the supers are put on a bit late.

When confronted with this situation, wise beekeepers will either reverse or
pull a few frames and replace them with empties to break the honey barrier.  Of
course there are other options, too.
