If she is in fact a laying worker, then there is really no point in replacing
her, I should just try to get another package I think.
A new queen will sometimes lay a few eggs in a cell until she gets going. Are
the eggs at the bottom? On the side? Does every cell have multiple eggs? If
all cells are filled by laying workers, that means a worker has laid those eggs
not the queen. Your Queen would be a drone layer, who had run out of sperm.
Look at the laying pattern....all of the side of the frame. If a small amount
of those cells had multiple eggs, don't worry. The queen should be fine.
