For formic acid there is an exemption from tolerance for honey since
the gel pack is an approved product. So for formic acid there shouldn't
be much of an issue. If someone is making their own formic acid
treatment only for their own use at least in some states that probably
isn't illegal or would be very hard to enforce due to the specific
exemption from tolerance granted to formic acid by US EPA. It is
illegal to sell an unapproved formic acid product.
Oxalic acid is a different matter since there is no tolerance nor an
exemption from tolerance for it in honey.
