GENERAL POSITION DESCRIPTION: The Regional Cultural Resource Coordinator is
the professional responsible for coordinating all cultural resource management
activities within the region. The Resource Coordinator is responsible for
ensuring agency compliance with state and federal antiquities laws, including
the Texas Parks & Wildlife Department (TPWD) Code, the Antiquities Code of
Texas, and the National Historic Preservation Act. The Resource Coordinator
reviews projects on properties within the region owned or managed by TPWD.
Responsible for management and oversight of contracted work; and develops
cultural resource management plans for individual state parks, and scopes of
work. Manages project budgets. Provides technical assistance and staff
support to operations and site managers. Functions as a member of project
teams; and performs work in the field. This position has stop-work authority
over all regional activities that may affect cultural resources integrity.
All regional activities not otherwise exempt from review and which involve
ground disturbance, vegetation clearing- except hand clearing, modification of
historic structures or landscapes are reviewed and assessed by the Resource
Coordinator. Provides assistance to the Cultural Resources Program Director.
Performs additional duties as assigned; and complies with all Agency,
Division, and Branch rules, regulations, and procedures.
WORKING CONDITIONS: (1) Regular work week is 8:00 am – 5:00 pm Monday through
Friday; (2) Occasional work after normal hours, overnight, and on weekends as
necessary; (3) Extensive travel within the North Central Texas region, with
occasional travel to other parts of the state as necessary for field
assessment; (4) Work will be outside and in all weather conditions and
sometimes difficult terrain; (5) Accepted candidate will temporarily be
stationed at TPWD Headquarters in Austin for a period of two months for
training, before locating to the assigned duty station at Lake Whitney State
Park; (6) Non smoking work environment in all State buildings and vehicles.
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited 4 year college or university with a
Master's Degree in Anthropology, Archeology, Applied History, Historic
Preservation, or related field.
Experience: Five years of progressively responsible experience, with three
years of supervisory experience in archeological fieldwork; (2) Supervisory
experience; project management, cultural resources management or writing
professional monographs and/or reports on archeological or cultural resources
issues.
License/Certifications: Must possess or be able to obtain, within thirty days
of employment, a Texas class “C” driver’s license. Note: Retention of
position is contingent upon maintaining required license.
SELECTION CRITERIA:
Knowledge, Skills and Abilities: (1) Knowledge of prehistoric and historic
archeology, gained through academic training and supervisory field experience;
(2) Knowledge of prehistoric and historic material culture; (3) Knowledge of
artifact identification and analysis techniques; (4) Knowledge of Texas
prehistoric and historic archeology; (5) Knowledge of historic architecture;
(6) Knowledge of natural resources protection and stewardship practices; (7)
Knowledge of environmental assessment and impact statements; (8) Skill in
archeological/technical report writing; (9) Skill in archeological site
identification and/or testing, and archeological field recording; (10) Skill
in managing multiple projects, short deadlines, and conflicting priorities;
(11) Skill using computerized databases and word processing programs; (12)
Skill in preparing scopes of work and budgets for all phases of archeological
investigations; (13) Ability to apply cultural resource management theory and
practice; (14) Ability to apply research techniques and methodologies; (15)
Ability to utilize GIS/GPS for field recording and database compilation; (16)
Ability to manage and coordinate diverse program activities and accomplish
program goals using independent judgment and initiative; (17) Ability to
administer contracts; (18) Ability to work with individuals with different
types of training and backgrounds to create solutions and bring projects to
completion; (19) Ability to work under minimal supervision, exercise
initiative, and accomplish several tasks simultaneously; (20) Ability to
communicate effectively both verbally and using technical writing skills; (21)
Ability to establish and maintain effective working relationships; (22)
Ability to obtain a Texas Antiquities Permit from the Texas Historical
Commission.
