That seems at least 50 years too early.  Garibaldi (1807-1883) was at the
height of his fame around 1850-1860 but a commemorative pipe could have
been made any time later during his life, as well.  He was in the U.S. for
a time around 1850, making candles on Staten Island.  He was very popular
in the U.S. and both Northern and Southern forces had units named after him
during the U.S. Civil War.
