I find u can work bees with no trouble, and minimal smoke,  in the rain if
they are flying - and they do fly when it rains , even to collect water.
Probably nectar too, some trees for example have downwards hanging flowers
that presumably do not get wet. So temperature is probably more important.
Bees sting only to defend the nest - opening in cold weather is dangerous
for them, but u can do even that if u smoke and are very quick.
