It is not just the CRM industry, Ned. The City of San Diego has a policy
requiring RPA monitors to follow thousands of miles of underground utility
trenching. They also require monitoring of each construction project in areas
arcanely marked on a map as potentially significant areas. There is zero historic
research conducted before discoveries and most of the RPA monitors are
prehistorians.
