She might have slipped though (or used another entrance). Though, queen
excluders are not a swarm control (and cause problems with drones when used
in that fashion). The swarm may leave anyways (without the queen) and they
may or may not return to the hive. Neither is clipping the queen. She may
crawl away, fly short distances, and simply get lost.
