Director
Missouri State Historic Preservation Office
The Missouri State Historic Preservation Office (SHPO) within the Department of Natural Resources (MoDNR) which administers federal and state preservation programs in Missouri and provides services to the preservation community throughout the state seeks a dynamic Director to build on current program strengths and provide leadership to a multi-faceted public office.
The Director will have program management and decision-making authority encompassing policy, planning, budget and supervisory responsibilities in order to manage the overall operations of the SHPO within federal and state statutes and departmental policies.
ESSENTIAL FUNCTIONS INCLUDE:
I. ADMINISTRATION
Direct and supervise SHPO activities so that personnel and resources are effectively managed and quality public services are provided in keeping with the mission of the MoDNR and the U.S. Department of Interior.
II. BUDGET
Ensure the SHPO budget is properly developed and managed according to guidelines and timeframes established by federal, state, and department requirements.
Develop and manage financial priorities and advocate for optimum allocations of state revenues.
III. PERSONNEL MANAGEMENT
Manage, recruit, interview, recommend, hire, evaluate, discipline and reward personnel within the SHPO so the program will operate in an efficient, orderly and effective manner.
IV. OUTREACH AND EDUCATION
Represent SHPO to the public in a variety of media, workshops, conferences and in person to enhance the preservation ethic in Missouri and to win support for the SHPO and its values; create and maintain effective partnerships with other state and local agencies and organizations sharing SHPO's goals; participate in preservation advocacy in private and public areas.
BACKGROUND AND SKILLS REQUIRED
* Requires managerial experience, strong leadership and supervisory skills, and knowledge of sound administrative practices.
* Experience working with government agencies.
* Experience working with the media.
* Considerable knowledge of cultural resource preservation, community development, planning, neighborhood and downtown revitalization.
* Considerable knowledge of governmental budgeting, fiscal management and grants management.
* Considerable knowledge of current issues and practices related to historic preservation, cultural resources and archaeological resources.
* Ability to review, analyze, and interpret federal and state laws, regulations, policies, and procedures related to SHPO.
* Ability to communicate effectively. Excellent writing and speaking skills.
* Ability to provide leadership and supervision to professional, technical and support staff.
* Ability to establish and maintain working relationships with department officials, legislators, staff associates, and the general public.
* Ability to develop short and long range plans that meet established objectives and contribute to overall goals of the SHPO.
EDUCATION AND EXPERIENCE
This is a highly responsible, mid-level management position requiring a degree in historic preservation or a closely related field with ten (10) years of professional experience and five (5) years of experience in an administrative capacity. A Masters degree is desired. A combination of education, work experience and supervisory responsibilities can be substituted.
The successful candidate will have a professional record of accomplishment and should demonstrate evidence of previous administrative experience, significant hands-on experience related to historic preservation and archaeological resources and a strong commitment to historic preservation and serving the public.
SALARY & BENEFITS
