Or where do I go to publish a history and bottle
chronolgy of a soda bottling
corporation that had branches in Arizona and New Mexico?

I don't think national-level journals are
inappropriate for your work. . . . look at
Historical Archaeology (or any other large journal)
and you'll see a plethora of articles that have
regional importance. . . case studies if you will.
Sometimes they link them with national trends in
manufacturing technology or consumption or whatever.
. . sometimes they don't.
I personally read these kinds of articles even if
they aren't about the region I'm working in. . .
they often are quite applicable to my own work
anyway. For instance, I work in Northwest Arkansas
and North Texas right now and I have cited your El
Paso stuff on several occasions (to point out that
certain bottle technologies continue past their
"expiration date" as small bottlers did not
want/could not update their machinery).
