I've seen a couple of these at other Army
manufacturing facilities although I cannot remember if
they were pomona.  Since the places I am familiar with
were WWII buildups in places where there was nothing
before, my guess is they are post 1938 - probably
1940-44.  It is electrical, shaft and vane type pump.
These were usually hooked into the sump systems in
order to lift liquids (usually sewage) to a higher
part of the facility.  If asked - I will deny saying
any of this.
