It's pretty much normal.  You will likely have more dead bees earlier in
the winter than later due to death of older foragers, though there will always
be dead bees in front of and in the bottom of the hive during cold weather.
In warmer weather they will leave before they die or will be removed from the
hive a fair distance so you don't see them much during warm weather.
