We are looking for a GIS software package that will allow us to input
proveniences and map them on a site map. Any suggestions?

ArcView is out of our price range, I cannot find a price on MapInfo, and I
can't tell it Microsoft's MapPoint would do what we want.

There is suite of shareware called Cavetools and Compass that I picked up
in 2000 from the ArcView site that can produce either Bitmaps of Arcview 
compatable files from survey data (IE distance/direction shots) that might
help you.
