I know a specialist in books on Tobacciana (what a surprise) and he sells
STORINO. Chewing Tobacco Tin Tags, 1870-1930 (1995). SC, hundreds
illustrated
for $ 16.50 plus postage. I anyone is interested in an electronic version
of his quarterly of available books, let me know.

Your description fits plug tobacco tags, although I do not know this brand.
Tags were needed to provide brand info before individual packaging.
