Does anyone know if the FHWA 4(f) process addresses effects
to historic properties that are outside highway project APEs, but within the
geographic "boundaries" of a Multiple Property Group?

                I'm guessing that because an MPG is qualitatively different
from an NRHP district, there would be no involvement of the 4(f) process
with the sites outside the APE and that the process for sites within the APE
would not change.

                Any opinions?
