It kinda depends on what your expected use of the GIS that determines to
what extent and investment is necessary.  If you already have some type
of program that can read coordinate information, like AutoCAD or
Microstation, then some rudimentary typology is possible.  If your
desire is complex analysis or data autocorrelation then a fully enable
GIS like ArcView ArcGIS  or Mapinfo may be the answer.  If data point
coordinate conversion is needed then a program like NADCON from the US
Army Corps of Engineers may be adequate.  For data input any spreadsheet
or database program like Access or Excel will work.  Maybe a program
like ArcPAD for use with PDAs will work.

though the port from UNIX to WinNT/2000 is still experimental. It is an
open source and free software. If I had a decent computer (i.e. able to
handle graphics and doing some crunching) setting around and a computer
savvy person (not necessarily sitting around) I may think about using a
Linux based UNIX install like RedHat and the rpm install for GRASS.  The
learning curve may be challenging but it would at least provide a
functional GIS.

This has been asked before....

We are looking for a GIS software package that will allow us to input
proveniences and map them on a site map. Any suggestions?

ArcView is out of our price range, I cannot find a price on MapInfo, and
I
can't tell it Microsoft's MapPoint would do what we want.
