Hello -

It's perhaps trite, but a small voice suggests there is so much poor
writing because there are so many poor writers.

Writing is a full time job in itself. Additionally, good writing requires
a pinch of talent. There's also the fact that expertise in a subject
doesn't necessarily foster the ability to communicate that knowledge.

It seems likely to me that the reports we read, whatever the occupations,
are the result of people doing their best which, unfortunately, just
generally doesn't rise above average.
