How long does it take till an instrumentalist plays with expression?

In jazz the ideal for every instrumentalist is to sound absolutely
personal, to play with a unique expression.  The classical ideal
seems to be the other way round.  Nevertheless we can distinguish the
great individualists from each other.  How long does it take till an
instrumentalist plays with expression? (I once read that the violinist
has to wait the longest.)
