This type of thing can be repaired with a bolt and washers if you can manage to
get the bolt through from the inside using the top access hole and a stick or
wire with something sticky on it.  Place a washer and rubber or plastic disk on
it on the bolt first.  Then just use a washer and nut on the outside.
